The 2025 Spring Workforce Report offers a timely snapshot of the persistent staffing challenges facing Canada’s hotel sector and the real-world impact of recent policy changes. From rural labour shortages to seasonal hiring gaps, the data reinforces what members have long known: workforce pressures continue to strain operations across the country.

  • Staffing shortages persist, especially in resort and rural areas
  • Operators are adapting — raising wages, reassigning staff, and investing more time in recruitment
  • TFW Program changes are taking a toll, with nearly half of respondents saying it’s harder to hire

HAC is using this data to advocate for targeted, practical workforce solutions — including meaningful reforms to the Temporary Foreign Worker Program (TFWP).
