Hoteliers from across the country shared their experiences in HAC’s latest workforce survey — and the results are in.
The 2025 Spring Workforce Report offers a timely snapshot of the persistent staffing challenges facing Canada’s hotel sector and the real-world impact of recent policy changes. From rural labour shortages to seasonal hiring gaps, the data reinforces what members have long known: workforce pressures continue to strain operations across the country.
Key Findings:
- Staffing shortages persist, especially in resort and rural areas
- Operators are adapting — raising wages, reassigning staff, and investing more time in recruitment
- TFW Program changes are taking a toll, with nearly half of respondents saying it’s harder to hire
HAC is using this data to advocate for targeted, practical workforce solutions — including meaningful reforms to the Temporary Foreign Worker Program (TFWP). These insights are shaping our messaging to government and supporting our ongoing work to secure better hiring conditions for Canada’s hotel sector.
